Each series of the bonds shall be payable in not more than 30 years from its date of issuance. If approved, the estimated millage to be levied in 2021 for the proposed bonds is 3.114 mills ($3.114 per $1,000 of taxable value) and the estimated simple average annual millage rate required to retire the proposed bonds is 2.665 mills ($2.665 per $1,000 of taxable value). The total debt millage required to retire this proposed bond issue and all voted bonds of the City is estimated to remain at or below the debt millage levied by the City in 2020. Shall the City of Detroit issue bonds in an amount of not more than $250,000,000 for the purpose of paying the cost of neighborhood improvements in the City through property rehabilitation, demolition and other blight remediation activities?
